Meeting to Discuss Firearm Control in Ukraine

In a meeting featuring Ukraine's Minister of Internal Affairs Ihor Klymenko and the OSCE Special Representative Peter Maresh, discussions focused on the control of firearms in Ukraine. The Ministry of Internal Affairs, in collaboration with the OSCE, organized an expert panel on "Joint Actions to Combat Illegal Circulation of Weapons and Explosive Materials."

The event also included deputy ministers, representatives of law enforcement agencies, and international partners, including the EU and the UN. The moderator was Mykola Grintsov, Director of the Department of the Ministry of Internal Affairs.

Ihor Klymenko emphasized that controlling the circulation of weapons during wartime is critical for the safety of both Ukraine and Europe, noting the increased risk of weapons falling into criminal circles.

"We are implementing measures to prevent these threats through projects aimed at ensuring citizen safety and supporting Ukraine’s post-war recovery," he stated.

The Ministry of Internal Affairs continues to improve its firearm control systems by implementing a Unified Register of Weapons, which has simplified registration for citizens and enhanced control over firearms.
The Minister noted that this register has been operational since June 2023, streamlining procedures for the public.

"We are actively working on the digitalization of services in this area," he added.

Since November 25 of last year, Ukraine has been conducting a voluntary firearms declaration campaign, allowing citizens to legalize unregistered weapons.
The Ministry is also focused on public outreach efforts to raise awareness about the responsibility for illegal possession of firearms.
Peter Maresh acknowledged Ukraine's achievements in creating the firearms register and the efforts to ensure safety during the war.

"The illegal circulation of firearms is linked to international organized crime, posing a serious threat. We are joining forces to combat this issue," he emphasized.

Participants also discussed initiatives for voluntary declarations, international cooperation, and information campaigns to raise public awareness. This served as a platform for experience sharing and new formats of collaboration with international partners.
