Update of the Odesa Community Charter

The revised Charter of the Odesa community is a vital document that regulates local self-government in the city, adhering to legislation and reflecting the needs of residents.

The new version of the Charter incorporates socio-economic, cultural, and historical aspects influencing community life, as well as issues not covered by other normative acts.

In recent years, various sectors in Odesa have undergone changes that necessitate adjustments in the Charter.

At the initiative of Mayor Hennadii Trukhanov, a new version of the Charter was prepared over three years.

Preparation of the New Charter

This involved analyzing existing norms, identifying shortcomings that do not meet modern requirements, and preparing a new project.

Following the publication of the new project, a collection of proposals and discussions helped to refine the document.

Public Discussion

Open consultations and meetings held in an online format allowed for community input.

The collected proposals were systematized and reviewed by a working group, facilitating the finalization of the final version.

Main Objectives of the New Version:

  • Compliance with the Constitution and laws of Ukraine;
  • Ensuring citizen participation in local decisions through various mechanisms;
  • Regulating accountability of officials to the community;
  • Enhancing transparency and openness in the activities of executive bodies;
  • Considering the cultural and socio-economic characteristics of Odesa.

The adoption of the new Charter aims to create a clear and accessible legal document that will serve as a foundation for the development of local self-government.

The next step is to submit the document for consideration by the Odesa City Council.
