On October 8, 2025, an extraordinary session of the Odesa City Council of the VIII convocation was held.

The council members supported the decision to allocate funds to help individuals impacted by adverse weather.

Amendments have been made to the City Target Program for providing social services, increasing funding by 126.28 million UAH in 2025.

This funding will be directed to district administrations to provide financial assistance to those affected by the emergency situation caused by the heavy rainfall on September 30.

Victims should contact their local district administrations to apply for assistance.

Amount of aid:

• for apartments in multi-story buildings — up to 87,600 UAH;
• for private homes — up to 189,900 UAH.
