Restoration Efforts After Natural Disaster in Odesa

In Odesa, work is ongoing on Rybalska Balka to recover from the aftermath of the devastating downpour. This street suffered significant damage on September 30, when torrents of water cascaded down the slopes, causing severe soil erosion and the near-total destruction of the road infrastructure. 

Local residents have noted that such flooding hasn't been seen in decades. The situation has been aggravated by construction work carried out a year ago by unidentified parties in the middle of the street: heavy machinery removed part of the slope where the ‘Odesa’ sanatorium is located. Although those works were halted, the storm has created a real risk of the sanatorium's fence collapsing. 

According to Odesa's First Deputy Mayor Oleksandr Filatov, a number of legal violations related to the privatization of land parcels have been discovered during the recovery process. 

This concerns two state acts issued in 2008 and 2009 based on a decision by the Kyiv District Court, which granted ownership rights to lands that belong to the community, essentially these are road sections. 

“The city authorities have already begun reviewing all legal documents related to developments along the balka. Simultaneously, legal actions are being prepared against actions that contradict current legislation prohibiting the privatization of communal lands without approval from local self-government bodies,” noted Mayor Hennadiy Trukhanov. 

Currently, utility services continue to clean the area from mud, construction, and household debris. 

Temporary drainage solutions are being implemented, alongside the design of a new collector section to ensure the stable functioning of Rybalska Balka in the future.
