Updates on Minimum Wage and Living Standards for 2026

The draft state budget for 2026 includes provisions for increasing the minimum wage and living standards.

This is the first revision since 2024, with slight increases as there were no changes in 2025:

  • minimum wage – from 8000 UAH to 8647 UAH (an increase of 8%);
  • overall living wage from 2920 UAH to 3209 UAH (+9.9%);
  • living wage for working individuals from 3028 UAH to 3328 UAH (+9.9%);
  • living wage for non-working individuals from 2361 UAH to 2595 UAH (+9.9%).

The last figure sets the minimum pension level. The maximum pension in 2026 will be 25.95 thousand UAH.

As a reminder, as of July 1, the average pension in Ukraine was 6,410.2 UAH. Compared to April 1, it increased by 1.1% (+69 UAH) and is 10.2% (+593.6 UAH) higher than the same period last year. The government did not raise social standards in 2025 due to the substantial budgetary burdens, as reported by the relevant committee of the Verkhovna Rada.
