Rising Debt Obligations in Ukraine

As of September 2025, Ukraine has recorded 788,507 enforcement proceedings due to unpaid utility bills. This marks a 13% increase compared to July 2024, and more than double since January 2021, according to OpenDataBot.
The highest number of debtors is in Dnipropetrovsk region — 150,506 or 19% of all cases. Following is Kharkiv region with 128,217 (16%), then Donetsk region with 81,536 (10%), Poltava region with 57,605 (7%), and Zaporizhia region with 53,797 (7%).
The analysis shows that the majority of debts pertain to heating services — 330,236 cases (42%). This is followed by water debt — 162,455 (21%) and housing services — 96,265 (12%). There are also significant debts for electricity (87,708) and gas (75,522).
It is noted that women are the primary debtors, with 438.3 thousand cases (56%) against them, while men account for 350.1 thousand (44%).
The burden of utility debts predominantly falls on individuals aged 46–60 years, with 302.8 thousand cases (38%). The second-largest group is those aged 36–45 years, with 194.7 thousand cases (25%). Nearly as many debts belong to individuals over 60 years old — 194.1 thousand (25%).

It is worth noting that the debt of Ukrainians for utility services reached 106.6 billion UAH as of the second quarter of 2025. Increases in utility tariffs for the population in Ukraine are inevitable, stated the first deputy head of the National Bank, Serhiy Nikolaychuk.
