Creating an Accessible Environment in Odesa

These days, streets are increasingly populated by individuals in wheelchairs, victims of injuries from Russian attacks. Unfortunately, the number of such individuals is rising daily due to the ongoing war. This highlights the urgent need for an environment where everyone feels comfortable, regardless of their health status. 

Odesa is a leader in inclusivity: Mayor Hennadiy Trukhanov declared 2025 as the Year of Accessibility in the city. Thus, the plans for this year are extensive and encompass all spheres of life.

The driving force behind these initiatives is the Accessibility Council, established last year. This advisory body brings together representatives from municipal structures, civic organizations, and veterans for collaborative efforts.

According to Hennadiy Trukhanov, the head of the Council, accessibility is not just a matter of physical access; it is a philosophy of a city where everyone has equal opportunities. 

Working within the Council are expert groups focused on various areas; a City Accessibility Strategy for 2025-2026 has been adopted, synchronized with the National Strategy, outlining key priorities for the upcoming two years. Regular inspections of infrastructure and locations are carried out, with recommendations provided by veterans and individuals with disabilities involved in the expert groups.

“The priorities of our work are defined by people with disabilities. They understand the needs and challenges better than anyone else, as they face them daily. Therefore, this is collaborative work that covers infrastructure, transportation, digitalization, social services, education, rehabilitation, and more,” emphasized Oleksiy Morozov, Deputy Head of the Council and leader of the NGO “Barrier-Free.” 

The main goal of the Council is to consolidate the efforts of authorities, veterans, the public, and businesses around accessibility as one of the current priorities.
