Water Supply Alternatives in Odesa
Overview of the water supply situation in Odesa and alternative water sources during the power outage.
The members of the Odessa City Council have reached out to the Verkhovna Rada and the Cabinet of Ministers of Ukraine, urging for urgent legislative action regarding compensation for damaged property for owners of apartments in residential buildings designated as cultural heritage sites.
Apartment owners in these damaged historical buildings are entitled to compensation under Ukrainian law that governs the compensation for damage to real estate due to military actions and aggression from Russia.
However, there are legal obstacles to receiving compensation through the electronic platform "eRecovery", particularly:
firstly, the Cabinet of Ministers' resolution dated 19.04.2022 № 473 does not apply to cultural heritage sites, complicating the documentation of damages;
secondly, the resolution dated 15.11.2022 № 1342, which outlines procedures for heritage sites during wartime, does not provide a mechanism for receiving compensation but merely streamlines the permit process for works.
Throughout 2024, the executive committee of the Odessa City Council has repeatedly approached the Ministry of Culture and other agencies to resolve this issue through amendments to the existing regulations.
Unfortunately, this matter remains unresolved.
The Odessa City Council once again calls on central authorities for urgent legislative action to ensure compensation for residents of cultural heritage buildings.
