New Regulations on Gambling in Ukraine

As of April 1, new regulations have come into effect in Ukraine, restricting advertisement and sponsorship in gambling. Currently, only certain provisions of the law are in force.

According to the new legislation, a new regulatory body for gambling, "Gambling Control", is starting operations, replacing the KRAIL, which will be dissolved. Instead of traditional inspections, new control mechanisms are being introduced, along with restrictions on access to illegal online resources.

Under the law, advertising gambling is prohibited, with a few exceptions:

  • at night on television and radio (from 11 PM to 6 AM);
  • in media targeted at individuals over 21;
  • on platforms with an audience over 21.

Sponsorship of gambling is also banned, except for sports events.

Moreover, offering free bonuses, participation of military personnel and celebrities in advertisements, as well as the use of war themes are prohibited.

The law also provides for the blocking of illegal websites, stricter requirements for gambling organizers, and prohibits licensing for those with tax debts. All financial transactions in gambling must be conducted exclusively through bank accounts.

Lotteries are also subject to most of the same restrictions as gambling. The law sets requirements regarding the reputation of officials, tax debts, and restricts connections with aggressor countries.

Limits on spending and playing time, mandatory breaks, and "mystery shopping" during inspections with video recording have also been established. Betting on credit is prohibited.

Law No. 4116-IX, signed by President Volodymyr Zelensky, also includes restrictions on online casinos, which will take effect on April 20, 2024.

The liquidation process of the Gambling and Lottery Regulation Commission will begin on April 1.
