Decline in Cargo Handling at Ukrainian Ports in 2025

In the first quarter of 2025, Ukrainian ports handled 23 million tons of cargo, which is a decrease of 4.8 million tons compared to the same period last year.

This information is provided by the Administration of Seaports of Ukraine.

According to AMPU data, the largest volumes of cargo handling are recorded in the ports of Greater Odesa. Since the beginning of the year, they have processed 20.7 million tons of cargo, including 10.6 million tons at the Port of Pivdennyi, 6.6 million tons at Chornomorsk Port, and 3.5 million tons at Odesa Port.

The ports of the Danube region — Izmail, Reni, and Ust-Dunaisk — together handled over 2.3 million tons of cargo.

The decrease in cargo handling is attributed to a reduction in agricultural land and a decline in production in export-oriented sectors, particularly metallurgy, which exported up to 80% of its products before the war, as explained by AMPU.

It is also noted that globally, cargo handling is decreasing due to market instability and disruptions in logistics.

  • Ukraine's trade turnover in 2024 increased by 13% compared to 2023, reaching $112.3 billion (in 2023 — $99.4 billion, in 2022 — $99.7 billion).
  • From January to March, imports to Ukraine amounted to $18.5 billion, while exports totaled $9.9 billion.
