Vandalism Issues in Odessa

In the city of Odessa, employees of the municipal enterprise «City Roads» are continually engaged in repairing public transport stops. Daily, unknown individuals leave graffiti, damage benches, break trash cans, and shatter the glass of bus stop shelters. Incidents also occur as a result of traffic accidents and hostile attacks. 

Since the beginning of 2025, vandals have broken glass at 31 public transport stops, and an additional 7 were damaged due to hostile actions. The enterprise staff must regularly clean and wash off graffiti and flyers left on the walls of the stops.

The «City Roads» enterprise services a total of 1012 public transport stops. 

Within the scope of their maintenance, specialists regularly perform sanitation cleaning of the surrounding areas, repair trash cans and benches, and wash and paint the stops.

The Odessa city council appeals to residents and visitors to treat municipal property with care. Intentional damage to city property can lead to criminal liability.

Article 194. Intentional Destruction or Damage to Property
1. Intentional destruction or damage to another's property causing substantial harm is punishable by a fine of up to fifty (850 UAH) non-taxable minimum incomes of citizens, or community service for a term of one hundred twenty to two hundred forty hours, or corrective labor for up to two years, or restriction of freedom for up to three years, or imprisonment for the same term.
Article 296. Hooliganism
1. Hooliganism, meaning gross violation of public order motivated by clear disrespect for society, accompanied by particular audacity or exceptional cynicism, is punishable by a fine from five hundred (8500 UAH) to one thousand (17000 UAH) non-taxable minimum incomes of citizens, or arrest for up to six months, or restriction of freedom for up to five years.
2. The same actions committed by a group are punishable by restriction of freedom for up to five years or imprisonment for up to four years.
