Funding for Social Initiatives in Ukraine for 2025

The majority of funding (approximately 80% of the budget) will be allocated to support healthcare facilities, educational institutions, and other socially significant areas.

Following closely is funding for defense forces and the restoration of damaged infrastructure, which amounts to over half a billion hryvnias.

Key areas also include support for veterans and internally displaced persons, economic development initiatives, job creation, attracting foreign investments, construction of shelters, enhancement of social services, business support, and modernization of public utilities.

In 2025, the main focus will remain on the implementation of state programs “eOselya” and “Affordable Loans 5-7-9” to provide our citizens with their own housing. Additionally, the Odesa OVA program will continue to implement a program for compensating 3% interest on mortgage loans for defense personnel.

For the implementation of regional programs, the draft regional budget for 2025 allocates over 630 million UAH, including 313.4 million UAH for the “Health of Odesa” program, 20 million UAH for the program supporting defenders of Ukraine, and more than 41 million UAH for the “Social Protection of the Population in Odesa Region” program.
