The Ukrainian government has registered revised amendments to the state budget for 2025 in the Verkhovna Rada.
This information was shared by the head of the parliamentary budget committee, Roksolana Pidlasa.
The main points of the government's final proposal include an increase in expenditures by 449.8 billion UAH, of which:
- +412.4 billion UAH - for defense needs (including +215.9 billion UAH for the purchase of military equipment and weapons),
- +18.1 billion UAH - for the reserve fund,
- +4.6 billion UAH - for providing meals for primary school students across all regions and for grades 5-11 in frontline areas,
- +3.4 billion UAH - a new initiative by the Ministry of Digital Transformation for the purchase of technology and equipment testing promising defense tech solutions,
- +3.1 billion UAH - for acquiring medications for treating cancer, viral hepatitis, rare diseases, hemophilia, etc., at state expense
- +2.77 billion UAH - to increase the statutory capital of the Innovation Development Fund (also under the Ministry of Digital Transformation),
- +1.5 billion UAH - for subsidies to local budgets to develop a network of military lyceums that provide patriotic education for children,
- +1.16 billion UAH - for supporting war veterans and their families (financial aid and insurance compensation),
- +0.8 billion UAH - for the continuation of the creation of the National Military Memorial Cemetery,
- +0.65 billion UAH - for the Ministry of Justice for salaries in the penitentiary system.
- According to Roksolana Pidlasa, the amendments balance primarily OVDP and revenue overperformance:
- 184.9 billion UAH - increase in funds raised from OVDP,
- 147.5 billion UAH - overperformance and expected overperformance of budget revenues (primarily concerning the personal income tax, profit tax, excise on imported goods + the National Bank and state companies transferred more than expected),
- 65.1 billion UAH - reduction in expenditures for OVDP redemption,
- 46.7 billion UAH - reduction in debt service expenditures (interest on borrowed funds) - due to currency exchange rates and restructurings,
- 3 billion UAH - reduction in expenditures for guaranteed state debts.
The Verkhovna Rada will consider these amendments to the budget in the next two weeks.
