The outlook for international funding for Ukraine in 2025 appears quite favorable; however, the issue of financial gaps for 2026-2027 remains pertinent.
This was stated by the First Deputy Governor of the National Bank of Ukraine (NBU), Serhiy Nikolaychuk, in an interview with the "Interfax-Ukraine" agency.
According to NBU estimates, only about one-third of the required $65 billion currently has confirmed funding sources.
"Our assessments indicate that approximately two-thirds of the required funding for 2026-2027 does not yet have confirmed sources. There is a funding gap for next year and an even larger gap for 2027," he said in the interview with "Interfax-Ukraine".
Nikolaychuk specified that the NBU anticipates a slightly higher need for external financing than the government, estimating $35 billion for 2026 and $30 billion for 2027. This amount does not include reserves planned to be formed this year from funds coming through the ERA mechanism, derived from frozen Russian assets.
