Operators and providers are now permitted to reserve all workers from construction teams that lay resilient internet networks using xPON technology. This will help Ukrainians stay connected while ensuring that critical businesses can operate smoothly. Providing a stable internet connection is essential in frontline and border areas that are frequently shelled and experience prolonged power outages.

After discussions with operators, providers, and relevant associations, the Ministry of Digital Transformation proposed amendments to resolution No. 76 regarding worker reservations — these amendments have now been approved by the Government.

To book workers from construction teams, a company must:

– be listed by the Ministry of Digital Transformation as a critical enterprise involved in building xPON networks;

– be actively constructing xPON networks with plans extending at least one calendar year.

Mobile operators will also be able to book crews working on resilient networks along highways and national roads.

The booking of construction teams will take place through the Diia platform — similar to the booking of emergency recovery teams. The Ministry of Digital Transformation will compile a list of these enterprises — conditions for inclusion are currently being developed. If providers or operators fail to meet construction plans, they will be removed from the list, and worker bookings will be canceled.

Reasons for booking crew specialists include:

– government institutions and businesses critical to the economy and defense capabilities will operate without delays;

– an additional 1 million households will receive stable internet access, enabling them to use government services, call emergency services, and stay connected with loved ones;

– conditions for remote learning for students will improve.

Building resilient telecom networks is not just about providing convenient internet but also about national security. The enemy attempts to sever our connections, so the state is doing everything to ensure connectivity remains robust regardless of circumstances. Developing energy-independent networks is one of the key points in the implementation of the electronic communications development strategy until 2030.
