Investigation into Land Seizure Scheme in Odessa

Under the supervision of the Odessa Regional Prosecutor's Office, a founder and a director of a construction company have been charged with illegally seizing land using obviously forged official documents (Part 2 of Article 28, Parts 3 and 4 of Article 358, Part 4 of Article 190 of the Criminal Code of Ukraine).

According to the investigation, the suspects organized an illegal scheme to seize a 1-hectare plot of land owned by the Ministry of Education and Science of Ukraine through the Odessa State Environmental University.

To implement their criminal plan, they used forged documents, entered false information into registries, faked technical documentation, and involved front persons.

As a result of these actions, the suspects illegally seized a plot of land on Muscatna Street (formerly Zoya Kosmodemyanskaya) in Odessa, which they intended to sell for profit.

The damages to the state from these illegal actions are estimated to exceed 19 million hryvnias.

It should be noted that the damages have been fully compensated by revoking the ownership rights to the mentioned land plot.

The issue of determining a preventive measure for the suspects is being resolved. Other participants in the illegal scheme are being identified.

The pre-trial investigation is being conducted by detectives of the Odesa Regional Police Department No. 1, with operational support from the Criminal Investigation Department of the National Police of Ukraine in the Odessa region.
