Financial Outlook for Ukraine: A Look at 2026-2027
An analysis of Ukraine's international funding situation for 2026-2027 and the challenges ahead.
The Odessa City Council has enacted new initiatives under the «Barrier-Free Odessa» program, focusing on supporting individuals with disabilities.
One of the key changes is the planned opening of a dedicated beach for people with limited mobility at the 11th station of the Great Fountain.
Mayor Gennady Trukhanov announced that the preliminary cost estimate for renovation work is 21.3 million UAH. Funds were allocated during the February 5 session for the development of project documentation to provide a more accurate figure.
The last renovation of the beach took place in 2019. The harsh marine environment has created a need for repairs: the ramp and stairs to the beach need restoration, and there will also be upgrades to the medical point and restroom facilities along with a new sewage system.
«Our resort city is currently the only one that provides conditions for the marine rehabilitation of people with limited mobility, including our veterans who lost limbs in the war and children with disabilities,» said Gennady Trukhanov.
The mayor also reminded that plans for the new health season include the implementation of an inclusive sports ground project at the «Dolphin» beach, which has been approved by the Executive Committee.
Additionally, the municipality aims to establish a robust rehabilitation base in Southern Ukraine. The program plans to allocate more than 20 million UAH for purchasing equipment for rehabilitation departments in hospitals and 1.2 million UAH for creating inclusive wards in other healthcare facilities.
One of the program's points also suggests expanding the capabilities of the city service «Social Taxi» for transporting individuals with mobility impairments.
