Warmth and Support for Residents in Winter
A heating point has opened in Odesa to support people during tough winter conditions. Here, you will find warmth and assistance.
Dear residents of Odesa!
Current information as of October 3, 2025, 12:00 PM.
According to official reports, 9 people have lost their lives due to the adverse weather conditions in Odesa, including one child, and 3 others have been injured.
I have issued an order to provide financial assistance to the families of the deceased, amounting to 100,000 UAH each. Regarding the two individuals whose bodies were found, an investigation is underway to ascertain the cause of death. Preliminary data suggest that the deaths may have other causes.
A total of 868 buildings have been damaged, including:
Currently, 701 buildings have been inspected, which is 75% of the total. Another 30 buildings require water removal, 14 of which are private homes. The need for replacement gas boilers amounts to 70 units of various models. Preliminary estimates indicate that the total necessary expenses exceed 130 million UAH. Our personnel are actively working on-site.
Residents can also contact their district administration, where assistance will be provided in completing the paperwork for financial aid from the city budget:
We are addressing the central government, and if support is provided, the amount of assistance will be increased.
There are 220 households without electricity, including 203 apartments. The transport infrastructure is mostly operating as usual. Tram number 20 is not running due to track damage. Trams number 1 and 7 are operating on altered routes.
Educational institutions are functioning in person, except for 8 schools that have switched to remote learning and two kindergartens.
Medical facilities are operating normally.
We have opened 160 resilience points. The total number of visits since their opening is 270 individuals.
Utility services are continuing to eliminate the consequences of the disaster: clearing branches and trees, restoring roads, and drying basements and ground floors. In the morning, 78 units of equipment and over 800 personnel are working. In the Kyiv district, more than 230 cubic meters of household and construction waste have been removed.
Work will continue without breaks or weekends. Preliminary assessments indicate that we will need another two weeks, mainly to address the aftermath in the private sector.
Special thanks to the State Emergency Service units — they are working alongside our teams to help mitigate the effects of the regional natural disaster.
Dear residents of Odesa! Many questions arise in society: why did this happen? Why did so many people die? It is personally important for me to answer all your questions. I am analyzing our work since 2014 and preparing an objective report, backed by documentation: what has been done, what problems exist, and the overall state of the drainage and sewage systems.
