Budget Amendments for 2025: Increased Defense Spending

The Parliament has passed the foundational provisions of bill No. 14103, which amends the national budget for 2025, allowing for an increase in defense sector funding by 324.7 billion UAH.
The bill received support from 297 members.
According to the document, the largest amounts will be allocated to the Armed Forces of Ukraine - 210.9 billion UAH, for the production and purchase of weapons and ammunition for the Armed Forces - 99.1 billion UAH, and for the National Guard - 8.1 billion UAH.
Additionally, 4.3 billion UAH will be allocated for the procurement of drones through the State Special Communications, 1.3 billion UAH for the Security Service, 918 million UAH for the State Special Transport Service, 83 million UAH for the State Border Service, 28.8 million UAH for the Main Intelligence Directorate of the Ministry of Defense, and 8 million UAH for the Foreign Intelligence Service.
Funding is expected to be secured through international aid amounting to 294.3 billion UAH, including 6 billion euros in non-repayable ERA loans from the European component, a reduction in non-military expenditures by 10.4 billion UAH, and projected increases in income from personal income tax and military fees totaling 20 billion UAH from military salary payments in November-December.
