At the ReBuild Ukraine conference, Ukraine signed agreements with the European Investment Bank for €75 million aimed at restoring water supply systems and developing social housing.
This was reported by the Ministry of Community and Territorial Development, as conveyed by Ukrinform.
«Warsaw hosted the signing of grants totaling €75 million between the Ukrainian government, the EU, and the EIB», the statement noted.
A €25 million grant from the EU through the European Investment Bank supplements the existing credit for the water sector, enabling communities to restore water supply and sewage networks, improve drinking water quality, modernize treatment facilities, and enhance critical infrastructure resilience.
The second agreement involves a €50 million grant aimed at developing social rental housing. The Ministry of Development noted that this is the first major grant to launch a new model for municipal social housing in Ukraine. It concerns the establishment of a Social Rental Housing Fund in accordance with Cabinet Resolution No. 796 dated July 2, 2025. Plans include the construction of modern, energy-efficient, and fully equipped housing in pilot communities.
The grants were signed by Anna Yarosch-Frees, Director of the Ukrainian Office of the European Commission's Directorate-General for Neighbourhood and Enlargement Negotiations, and Matteo Rivellini, Head of the Slovenia, Croatia, and Western Balkans Department at the European Investment Bank (EIB), with the participation of Enlargement Commissioner Marta Kos, as well as the Ukrainian government in collaboration with the Ministry of Community and Territorial Development of Ukraine.
The Verkhovna Rada of Ukraine adopted the draft law No. 12377 «On the Basic Principles of Housing Policy» in the first reading. This document defines the legal foundations for the formation of the social housing fund and the involvement of operators based on the European model. Specific categories of citizens will have the right to such housing - internally displaced persons, persons with disabilities, budget sector employees, and others.
