Advancing Barrier-Free Initiatives: New Projects Unveiled

Starting from 2023, all government websites and mobile applications must comply with modern accessibility standards, enabling individuals with disabilities to comfortably use digital services. To assist public authorities in implementing these standards, a Center for Digital Accessibility Competence was established in August 2024, based on the Diia platform with the support of UNDP, providing training and auditing for government services.

Digital education is another key priority. The Diia.Education platform offers over 200 educational series with subtitles in Ukrainian and English. Special focus has been given to courses on digital accessibility, including "Web Accessibility" and "Barrier-Free Literacy". Additionally, 20 courses have been translated into sign language, and all images on the platform feature alternative descriptions for individuals with visual impairments.

To ensure that digital barrier-free initiatives are enshrined in law, the Ministry of Digital Transformation is preparing a draft law on "Digital Accessibility". This legislation will establish clear rules and designate responsible parties to ensure accessibility across all sectors, with plans to submit the document to the Verkhovna Rada by the end of 2025.

Barrier-free access is also crucial in administrative service centers (ASC). Over the past two years, the level of accessibility for individuals with disabilities has increased by 16%. Currently, ASCs are equipped with technologies to serve visitors with visual and hearing impairments, providing comfortable spaces for the elderly and families with children, as well as electronic queues and consultations regarding online services. From 2025 to 2026, the Ministry of Digital Transformation plans to launch the flagship project "Barrier-Free ASC" to enhance the accessibility of administrative services.

Digital barrier-free access is not only about technology but also about respect, comfort, and equal opportunities for everyone. The Ministry of Digital Transformation, together with its partners, continues to work towards making digital services user-friendly and inclusive.

Thanks to the initiative of Ukraine's First Lady Olena Zelenska, the National Strategy for Creating a Barrier-Free Environment in Ukraine until 2030 has been approved.
