New Ukrainian Delegation for Istanbul Talks

On May 15, President Volodymyr Zelensky approved a new composition of the Ukrainian delegation for negotiations with the Russian Federation in Istanbul, aimed at achieving a fair peace.

The decree No. 306/2025 was published on the official presidential website.

The delegation will be headed by Defense Minister Rustem Umierov. The following members are included:

  • Serhiy Kyslytsia – First Deputy Minister of Foreign Affairs;
  • Olexandr Poklad – Deputy Head of the Security Service;
  • Oleg Luhovskyi – First Deputy Head of Foreign Intelligence;
  • Olexii Shevchenko – Deputy Chief of the General Staff;
  • Vadym Skibitskyi – Deputy Head of the Defense Intelligence;
  • Yevhen Shinkarov – Deputy Chief of the Air Force Command Staff;
  • Olexandr Diakov – Deputy Chief of the Naval Forces Command Staff;
  • Olexii Malovatskyi – Head of the International and Operational Law Department;
  • Olexandr Sherikhov – Senior Officer of the Main Operational Directorate;
  • Heorhii Kuzmychov – Protocol Officer;
  • Olexandr Bevz – Advisor to the President's Office.

The decree also allows the head of the delegation to make changes to its composition with the president's consent.

It is noteworthy that Zelensky is heading to Ankara, awaiting the arrival of Vladimir Putin.

However, Kremlin spokesperson Dmitry Peskov stated that Putin will not travel to Istanbul, and Russia will send a low-level delegation led by Putin's aide.

U.S. Secretary of State Marco Rubio sees little hope for breakthroughs in the negotiations.
