Following the directive of the Deputy Attorney General, the head of the Specialized Anti-Corruption Prosecutor's Office has announced charges against the head of the «International Airport Odessa» municipal enterprise for abusing his official position, which has adversely affected public interests.
The investigation has revealed that until the end of 2020, the enterprise, as the operator of the «Odessa» airport, received payments for services directly related to its activities: handling takeoffs and landings of aircraft, providing parking, etc.
The provision of these services aimed at achieving the goal outlined in its charter – generating profit for the benefit of the Odessa community.
However, prosecutors and detectives have gathered sufficient evidence indicating that in 2020, the acting general director deliberately failed to take steps to ensure the operation of the municipal enterprise as the airport operator and instead facilitated the acquisition of that status by another private entity.
This resulted in the loss of the opportunity for the municipal enterprise to provide the relevant services and, consequently, to earn profit for the community. Since the end of 2020, such profit has been accrued by another privately-owned entity.
Through her actions and inactions, the suspect has caused material damage (losses) amounting to UAH 15.6 million – the income that the municipal enterprise, owned by the Odessa community, failed to receive.
Currently, pre-trial investigations under Part 2 of Article 364 of the Criminal Code of Ukraine are ongoing.
The question of applying a preventive measure to the suspect is being resolved.
According to Part 1 of Article 62 of the Constitution of Ukraine, a person is presumed innocent until proven guilty in a legal manner by a court verdict.
