Odessa Under Attack: Consequences and Response Measures

On the night of February 4, Odessa was once again subjected to a massive drone attack by the Russian army. This resulted in damage to the energy infrastructure, and four individuals were injured.

Oleg Kiper, the head of the Odessa Regional Administration, reported that the drone strike caused damage to the energy system in the regional center. Currently, emergency power outages are in effect in parts of the city. Utility services are working to activate generators to restore the operation of critical infrastructure, including heating plants. Additional resilience points are being set up, in addition to the 425 already in operation. Furthermore, two private houses and a business center were damaged due to debris and blast waves.

Three individuals sustained shrapnel wounds and fractures. They were transported to medical facilities in moderate condition. Another person in the business center during the attack suffered a concussion.

"All relevant services are working to eliminate the consequences of the attack. Law enforcement is documenting yet another crime committed by the Russians against the civilian population of Odessa", Kiper stated.

The Odessa Regional Prosecutor's Office reported that a pre-trial investigation has been initiated regarding the commission of war crimes (Part 1 of Article 438 of the Criminal Code of Ukraine). According to the investigation, the Russian armed forces attacked Odessa using drones, presumably of the Shahed-136 type, with the exact number being determined.

"Fires broke out at several locations, which firefighters quickly extinguished. The complexity of extinguishing the fire was due to repeated air alerts. Psychologists from the State Emergency Service worked with local residents", the SES reported, noting that 80 rescuers and 17 units of equipment were involved in mitigating the aftermath.

The city authorities announced that tram service No. 18 in Odessa has been temporarily suspended. Buses are operating on the route. Tram No. 17 will run between Kulikov Field and the 6th station of the Big Fountain with a frequency of 8-9 minutes.
